The Appraisal Foundation Board of Trustees
Lee Hackett, American Appraisal Company, became the 2006 Chair of The
Appraisal Foundation Board of Trustees. The out-going 2005 Chair, Peter
Clark, was appointed to the Centre for Advanced Property Board of Regents
effective January 1, 2006.

National USPAP Course
The “The Summary Report” published in January 2006 by The
Appraisal Foundation that completion of the 15 hour National USPAP Course
does not satisfy the requirement to complete the 7 hour National USPAP
Update Course.

USPAP Publication Cycle
The current 2006 edition of the Uniform Standards of Professional Appraisal
Practice (USPAP) was adopted with an effective date of July 1, 2006, which
means that the current (2005) edition of USPAP is valid through June 30,
2006. The next anticipated edition of USPAP in 2006 will be effective
until December 31, 2007, which is a period of eighteen months. Beginning
with the 2008 edition, USPAP is planned to be issued on a two-year cycle.

FIABIC Application Approved
The Centre’s application for academic membership in FIABIC, the
International Real Estate Federation and world real estate organization,
was approved. The Centre for Advanced Property Economics (CAPE) applied
for admission to FIABIC in October 2005. The application was originally
reviewed at FIABIC’s meeting in Brussels, Belgium in November 2005.
After subsequent consideration by FIABIC following the Brussels meeting,
CAPE’s application for admission was approved.

Centre’s Board of Regents Appointments
Edwin “Ted” Baker and Peter J. Clark were unanimously approved
and appointed to the Board of Regents effective January 1, 2006 at its
January 2006 meeting. Ted and Peter replace the vacancies created by John
Clark and Frederick Chmura who resigned their positions at the end of
2005.
Ted Baker is the past Executive Vice-President of the American Society
of Appraisers (ASA) from 1996 to 2005 and the past Executive Director
of the Appraisal Subcommittee (ASC) form 1990 to 1996. He was also the
Valuation Chief of the Office of Single Family Housing, U. S. Department
of Housing and Urban Development. Prior to his involvement with the ASA,
he was a private community consultant, and Vice-President of Planning
and Design with the Rouse Company. Ted holds a Bachelor of Architecture
degree from the University of California and was Lt. JG, United States
Navy.
Peter Clark has been associated with the valuation profession for over
47 years, 19 years in the private sector in both England and Canada, and
over 27 years with the Government of Canada. Peter is a graduate of the
Royal Agricultural College and Reading University in England. He is an
accredited member and fellow of the Appraisal Institute of Canada and
a fellow of the Royal Institution of Chartered Surveyors.
Peter Clark was the past 2005 Chair of The Appraisal Foundation and has
represented Canada and the United Nations on many overseas conferences
and valuation missions. He also has served and represented Canada on the
Board of the International Valuation Standards Committee from 2000-2004
and was the Secretary General of the Commonwealth Heads of Valuation Agencies
1997-2002. Additionally, he has held various executive positions in the
World Association of Valuation Organizations (WAVO).

Centre’s Board Appointments
The Board of Regents appointed several new members to the Board of Public
Programmes and the Board of Publications effective January 1, 2006. The
appointments fill current vacancies and expired terms on each board as
well as adding additional members to each board.
The Board of Public Programmes appointments effective January 1, 2006
were: Fred A. Reddel and Thomas Riley. Current continuing board members
include Peter J. Clark, North Vancouver, British Columbia, Canada, Henri
LeMoyne from Twin Falls, Idaho, Assistant Dean, and Richard Raymond Alasko,
Dean of Programmes, from Chicago, Illinois.
The Board of Publications appointments effective January 1, 2006 were:
Richard Marchitelli, Dean of Publications, from New York City, New York,
Greg Landretti from Madison, Wisconsin, Assistant Dean, Robert Jones and
Luke Romero both from Houston, Texas. Continuing members on the Board
of Publications are Richard Amoling from Attleboro, Massachusetts and
David Lenhoff from Trenton, New Jersey.

Timber Valuation Symposium
The Centre for Advanced Property Economics will be conducting a Timber
Valuation Symposium, May 1-2, 2006, at the Embassy Suites, Portland, Oregon.
This symposium is the second of three scheduled symposiums on minerals,
water and timber. A very successful Water Rights Symposium was recently
held in Las Vegas, Nevada on November 21-22, 2005. Registration and details

NACAO Meeting
The annual North American Conference of Appraisal Organizations (NACAO)
met January 5-8, 2006, in Napa, California. President J. Michael Hill,
Sr., met with appraisal organization members and discussed issues concerning
the Centre for Advanced Property Economics (CAPE) primary mission and
goals supporting the appraisal industry through research and media with
future leading edge concepts and issues. CAPE purpose was to assist appraisal
organizations, the public and other interested individuals towards improved
professionalism and advanced property economics theory and applications.
Member organizations in attendance at the NACAO meeting included the
American Society of Appraisers (ASA), Appraisal Institute (AI), International
Association of Assessing Officers (IAAO), American Society of Farm Managers
and Rural Appraisers (ASFMRA), and other groups and individuals who were
interested in appraisal industry issues as well as a joint meeting with
The Appraisal Foundation’s Executive Committee.
